In 1994 the Budapest Memorandum was signed by Russia, USA, and UK guaranteeing the borders and security of Ukraine. In 2014 and 2022 Russia repudiated this agreement and invaded Ukraine. In 2025 it appears that the USA has repudiated the agreement. It appears that USA and Russia are the same side.
