Other teams can buy them, but they're not, and they haven't for a while. So what can you do? Cap what teams can spend so you can't buy all the players, that's the only thing the league can do. You cannot force teams to spend money on players that they don't want to, but you can cap what they spend.

You can't make teams spend money. The MLB, like every league, is ultimately a business and the owners want to make money.
I want a floor as well but that will never come from the league, that will only come through the players, unions and player strikes. Look at the WNBA and WNBAPA as example.
