I highly recommend this new JCR article by @ricepolisci.bsky.social Ph.D. student @connerjoyce.bsky.social. It uses a creative empirical strategy to evaluate whether states can control non-state hackers operating from their territory if incentivized to do so-- key to international cooperation.
