Just came across this graph I made a few yr and forgot about, and .... damn.
Red line is conventional incarceration rate: per 100K people.
Blue line is "punishment" rate: prison pop per 10K reported CRIMES.
While our rate per PERSON has fallen, our rate per (reported) CRIME? Still rising.
