Russia couldn't "conquer" Europe in the classic sense of occupying European countries. What Russia definitely could do is rain terror on European cities with ballistic missiles. Though in that case the European countries would strike back. HARD.

We're doing pretty well with that here in The Netherlands. It helps that The Netherlands is quite densely populated. It's not affordable to run a reliable public transport system with a low population count.
