It might be worth looking into how bouno05 created the models for (expected) pitch value, Stuff/Command+, but I'm assuming it's pretty similar to the counterparts on FanGraphs etc.

Somewhat similar to the 4seam which saw a ~2mph drop, the splitter saw ~1mph drop in average velocity compared to the average of 22&23, but I doubt this explains everything because it has so much better movement compared to the fastball, which has a clear flaw in its shape

There's been a lot made about the decline in his 4seam, but the splitter is a confusing case.

Whiff% 22/23/24: 50.3%/52.3%/57.1%

Specifically, driven by the whiff% spiking from 51.5% in both 22&23 to 67.6% vs RHH in 24

But the Location+/Stuff+ both dipped from ~190/~130 to ~145/~100

All of these very well could be true but the loss is legitimately near 0 so
