Then probably consider and determine the outline planning applications for major schemes, but then let officers consider the detail.

The answer is yes.
Councillors have a key role in planning; to lead and decide on the future plans for their area. This needs to be focused at the strategic plan and local plan level, and reduced at the planning application stage.
