Ideally it is, but you need willing partners, and we don't have a willing opposition party in the United States anymore.
IMO though, GOs as SECDEF would probably serve as "friction" to implementation of the whims of trump. They wouldn't just act as yes men and just move out. Hegseth is that guy. He doesn't question anything and is too stupid to know better.
