Have a look at either dense-flowered or orange mullein - both have the elongated spathulate stigma (vs capitate one of great mullein). My guess is this is orange mullein due to 'blowsy' look of flowers, but if you have pics showing leaf base that should help decide which of the two it is.

Did you find the S obscura? I didn't see any likely candidates. Sheets more S ramosissima, a handful of europaea ss and a small area with S disarticulata.
