5/ We need ethically robust observational and longitudinal research that respects consent, avoids coercion, and does not weaponise scarcity against young trans people.

4/ European governments and regulators should instead prioritise safeguarding direct clinical access to puberty blockers within multidisciplinary services.

3/ TGEU strongly discourages the adoption of such a model of care in other European countries. Linking access to basic healthcare to participation in a restrictive clinical trial would undermine core principles of bodily autonomy, non-discrimination, and the best interests of the child.

2/ Such protocols pathologise young trans people by treating their identities as problems to be dissected rather than as people experiencing distress that needs to be alleviated.

This resolution is a major step toward safer, more inclusive healthcare for trans people across Europe.

3/ Train healthcare workers to prevent gender bias and respect all identities

- Invest in research on trans and LGBTI health

- Ensure LGBTI people are represented in decision-making bodies in healthcare settings and in research teams.

2/ The resolution calls on governments to:

- Remove sterilisation and surgery requirements for legal recognition and reproductive care for trans people

- Ensure LGBTI people are legally protected from discrimination in healthcare settings

- Develop national LGBTI health strategies

6/ The proposed amendments will violate Kazakhstan’s international human rights commitments as well as new political and economic agreements, and will fuel violence.

Therefore, TGEU urges Kazakhstan to drop the proposed so-called ‘LGBT propaganda’ amendments.

5/ These incidents come amid politically motivated repression linked to their human rights work and the introduction of anti-LGBT amendments in Kazakhstan, even before the law has formally entered into force.

4/ For example, on November 21–22, homophobic groups repeatedly attacked queer, feminist activists Ardz Tursynkhan, Zhanar Sekerbayeva, and Temirlan Baimash. The activists later reported that they were detained without explanation and tortured.

3/ Local activists continue to mobilise, hold public hearings, and challenge procedural violations, but the situation remains urgent and rapidly developing.

2/ A local lawyer writes that parallel legal changes are being made that could encourage ordinary citizens to help the police identify ‘offenders.’ This creates the risk of turning citizens into informants, triggering the risk of witch hunts and vigilantism.
