In addition this is a private facility, operating in his city, that contracts with the Federal Government.

The Trump administration has lied so often and egregiously that outlets CANNOT frame their headlines around what they say.
They need to look at video and witness evidence, write their headlines from that, and then include admin statements at the end with fact checks.
