It's become a more obvious part as the fan culture around Eurovision has become itself more obvious and visible, and thus as a sort of self-fulfilling prophecy, particularly post-Dana (and Iceland's Paul Oskar).

I'd say Dana was more a recognition of what already existed, especially since it was early televote era. Eurovision had appeal to gay audiences before that, which is (from what I understand) reflected in its early fan culture. It wasn't necessarily explicit but it was just there.
