My impression is that it’s both. While yes, a lot of it is genuinely about bigotry and control, it is still very much something that is used as a distraction and a way to get the public to go after someone other than billionaires.

Definitely among the best episodes from a fantastic series. Do still wonder how it could’ve turned out if the Bat Embargo hadn’t happened though.

I've said it before and probably will again, but the Simone run would've been pretty much perfect had it ended with Barbara making the choice to destroy her spine chip to save someone's life.
Would still love to see a Simone Batgirl miniseries ending with that, but I doubt DC wants to do that.
