Farmers paid tariffs on their purchases of consumption and production goods. Basically, they will be (if government expenditures for farmers were equal to the extra amount that farmers paid due to tariffs) given as a tax return.
Hint: Any tax, incl. a tariff, does not finance government spending.

The latest GDP data indicate a recessionary path for the US Economy. The economy contracted by 0.3% in Q1, but it could have been worse if industries had not rushed to make fixed investments in anticipation of tariffs. Personal and government consumption data show that the recession risk is real.
