Yes, climate change is increasing the frequency of damaging floods, even pushing floods above design events.
But the vast majority of losses in Texas, and most flood events I have examined, were in areas of identified flood risk.
And the authorities, unwilling to be perceived as impinging on property rights, continue to allow development in areas of known flood risk.
And then the floods come. And the refrain is "we will rebuild!" And governments, wanting to appear helpful, step in and fund the rebuilding.
A large part of my career has been dedicated to the science of identifying flood zones and impacts. And time after time, I have seen that advice go unheeded.
"I've lived here 40 years and never seen a flood that bad" is a common refrain.
The Texas tragedy is awful. And it was preventable. No, not through more warnings and day-of action.
It's said that floods are manmade disasters. They are manmade through the choices we make as a society in placing people in harm's way in the years and decades preceding the - predictable - event.
Fair enough, with the exception of A-line and 16th St. I'd go out of my way to avoid it too
