You could just grant out money, revisit the grant in a year and if there are no results not renew. I’m curious tho what success means in recovery because it’s not linear. How would you design a people centered metric for that? Especially w/o public housing, cash assistance, etc. its intersectional

Seems like policy fix here is transparency & more $ for mgmt. this is a policy grey space. more means testing = higher thresholds to meet = fewer services. less means testing = more experimentation = some things don’t work. I think the q is: how comfy are we w/ uncertainty in policy tests?
