Judges interpret the law, they do not enforce it. The only executory power within the federal court system are the US Marshals Service, which is part of the executive branch and subject to the control of the president. So, in short, judges can't do shit.

Actually the constition has the proper procedure to enforce the law, which is the president is to be impeached if he doesn't fulfill his oath of office or violates the rules/laws. Unfortunately, Rs are using trump's insanity as cover for their very unpopular policies.
