There are many film festivals in Kerala, the famous is IFFK. Great place to make some likeminded friends. But also look for smaller film festivals happening in smaller cities and towns(Example: Kerala Short Film Festival)

I think the best place to find likeminded people would be film festivals, literary festivals, . If your friend is interested in a deeper cultural assimilation, small-town public libraries are a good place to start.
