Ballpark flat tax numbers: a fiscally neutral income tax flat tax would be about 25% - i.e. 5% increase in basic rate, 15% cut in higher rate. So the average earner would pay about £1,200 more tax/year. Someone on £100k would pay £5k less. Someone on £200k, £30k less.

Fascinating!

I think the issue about retaining the sub judgments is that we will be having a whole new process for inspection which will take sometime to develop - so short term retention of the framework is seen as necessary. But we’re on right trajectory now.

So many heads in the past told me: “right judgement, wrong route to getting there”. The sub judgements are so unreliable and now they will be closely interrogated.
