Presumably for the same reasons they use serif typefaces and justify the text - 12 months into a pg degree - I've noticed the sadly large number of journals who seem to have decided accessibility is nothing to do with them.

Not a shorthand reader but this looks very like recipes today sometimes called tiffin cake. You melt the butter, chocolate and syrup ; chop the biscuits into pieces and then mix all the ingredients together before putting into a shallow tin and letting set.
