I think inside this story there's another one about the rivalry between Lavrov & Dmtriev. Lavrov went berserk some months back when Dmtriev turned up at a meeting with the US, & Lavrov wasn't informed. I think he was sidelined because of this 28-point proposal. Putin went with Dmtriev over Lavrov.
