The process of lawmaking should at be base include an evaluation process of whether the proposed matter at its core is even compatible with basic law.
I never understood how laws can be made, come ito effect, cause widespread damage, and only AFTER that a court can determine it's unconstitutional

It gets delivered through normal dhl yes. Same as airmail.
What I can't recomment is ems or dhl express. Those are terrible. So I'd say, choose any of the other shipping methods.
