I suspect you're in the wrong part of things. It should read Azure DevOps as in top left of picture. Go to dev.azure.com and sign up there. I believe you have the wrong service as I did. Or try... aex.dev.azure.com/me if that doesn't work. I think you're stuck in some other product and not DevOps.
