This is a good way of putting it. Democracy requires bureaucracy and fixed rules; since collective decisions can be made only occasionally, the system has to be on autopilot most of the time. A system based on personal hierarchy and domination can rely more on command and less on administration.

Looks like Bowling Green State University just trashed all references to the LGBTQ Resource Center from its web site. The pages were active as recently as Jan 30 according to archive.org.

I get that, and the state’s last resort policies are very expensive. But I can’t imagine putting $millions at risk by not using $thousands to protect it

there's not a lot to it - the numbers work themselves out. Forcing insurers to cover unbounded risk at premiums that aren't risk-rated will fail in time.

Otoh the moratorium is brief. Housing nationwide will be impacted if premiums are fully risk-rated (which is never entirely true for insurance)
