There was definitely some overzealous moderation going on as well, and I also remember the no recourse part was especially annoying, it really felt like you we just being shut down.

My recollection of using the site in the 2014+ phase really matches this, with a lot of user frustration due to questions being closed as duplicates by mods. Because they were duplicates! The huge growth in the first few years resulted in most questions already having been asked.
