That would be the state volunteering to act in accordance with a federal ruling. The judge is still not in control. The state COULD volunteer to enforce federal law without the need for ACLU lawsuits and court rulings, but it's not gonna do that, is it.

How does the federal judge propose to enforce the ruling? Expect an agency under Bondi or Noem to take care of it?
