Potentially yes! But he can do a lot on the policy side by just setting the directions that each agencies go. The Mayor also has a TON of power with setting the City budget, but we'll see what happens with potential austerity ahead

A lot of these comments are correct (I work in NYC government so I know)...by far the biggest power of the Mayor is appointing the heads/commissioners of the City Agencies (PD, Homeless Services, Health, etc.) it's a very big chance to change policy if not law, which does require the Council
