I'm seeing emails from the CDC "HR" department that start with a long string of alphanumerics from the LIST.NIH.GOV domain.

Those emails are honey traps to find leaks. The email doesn't just identify the sender. It identifies the receiver. The alphanumerics connect to idiosyncrasies in the text.
