In El Cajon, where its City Council would prefer to violate California's SB 54, its community organizes to alert neighbors about immigration raids and promote basic rights. This is a grass roots model that has prevented family separation in other parts of San Diego County.

The IACHR determined that CBP agents tortured Anastasio in May 2010 when they used excessive force while he was restrained. They discriminated against him, conducted a biased and incomplete investigation, & denied his family justice.
