My understanding is they stopped teaching phonics, the art of sounding out words. They have also stopped teaching cursive, maybe it is assumed that with computers there is no need to understand hand writing however this also means they can't read written items from the past like grandma's recipes.

If people are addicted and determined to use we should as a society offer them what we can to make them safe. Rehab is part of that but unless they are ready I'm not convinced it is would work. In the mean time safe consumption sites with counseling services should be offered.
