Victim Assistance: Comparing best practices from long-term projects in Colombia with recent findings from the crisis context in Ukraine The Mine Ban Treaty recognize victim assistance (VA) as both a core obligation and a humanitarian priority. Colombia has made notable progress in reforming its laws and policies, developing long-term, inclusive, and community-based VA approaches shaped by its experience with internal conflict. In contrast, Ukraine faces a rapidly evolving challenge as ongoing hostilities create new contamination and victim assistance needs. Emerging evidence from Ukraine highlights both difficulties and innovative responses that may guide future best practices. This side event aims to discuss both challenging and inspiring examples from Ukraine and Colombia with the aim to strengthen Victim Assistance through inclusive, non-discriminatory strategies, fostering coordination, survivor participation, and sustainable, rights-based support. A first look at the 2024 casualties map from the Landmine Monitor 2025.

The report launches 1 December at 09:30 CET, just as States Parties gather in Geneva for the 22nd MSP.

Stay tuned for new evidence on use, casualties, clearance, victim assistance, and global adherence to the Mine Ban Treaty.

Last year, 314 casualties from these bombs were registered worldwide, of which 193 were Ukrainians. This is stated in the annual report of the CMC – Cluster Munition Coalition.

Since #Russia’s full-scale invasion began, cluster munitions have caused over 1,200 civilian casualties in #Ukraine. Behind each number is a life forever changed, a family torn apart, a community living in fear.
👉 This is why the work to eradicate these indiscriminate weapons matters more than ever.

While progress is being made, the CMM Report reveals alarming setbacks:
#Lithuania became the first country ever to withdraw from the Convention
#ClusterMunitions continue to be used in conflicts in Myanmar, Russia, Syria, and Ukraine.
#Civilians continue to pay the highest price.

👉 The 2025 Report shows that the Convention on Cluster Munitions is making a real difference. In 2024 alone, States Parties cleared more cluster munition remnants than they did in the previous five years.
