Victim Assistance: Comparing best practices from long-term projects in Colombia with recent findings from the crisis context in Ukraine 

The Mine Ban Treaty recognize victim assistance (VA) as both a core obligation and a humanitarian priority. Colombia has made notable progress in reforming its laws and policies, developing long-term, inclusive, and community-based VA approaches shaped by its experience with internal conflict. In contrast, Ukraine faces a rapidly evolving challenge as ongoing hostilities create new contamination and victim assistance needs. Emerging evidence from Ukraine highlights both difficulties and innovative responses that may guide future best practices. This side event aims to discuss both challenging and inspiring examples from Ukraine and Colombia with the aim to strengthen Victim Assistance through inclusive, non-discriminatory strategies, fostering coordination, survivor participation, and sustainable, rights-based support.

Last year, 314 casualties from these bombs were registered worldwide, of which 193 were Ukrainians. This is stated in the annual report of the CMC – Cluster Munition Coalition.
