Update: He ended up making a list moment trip to the US for personal reasons and since he was going to a city with a passport office, he got an fast track renewal appointment with 72 hour turnaround. There were a ton of available appointments. New passport is in hand and he returns to Germany soon!

I had looked into it before I moved here very briefly. There are some firms that specialize especially in the southwest near the bases. The car would need to get TUVed and also at a minimum the lights would need to be changed (eg US turn signals are be different). For the avg car, itβs not worth it
