I see. I guess I misunderstood what the character arc means so my apologies for that. But yeah like you said he's still a good character, and I think the message I got from his character really does make him one of the best characters in DR imo, even if he's generic and doesn't change much.

It's probably something to do with a good chunk of the fanbase being young at the time and not liking it because it didn't go the way they wanted it to happen. Sure it has some issues (probably I forgot them), but it's honestly good, and lots of its criticisms feel like they're said by babies.
