Who's going to pay for the background checks? They aren't cheap. Who is willing to work full-time for nothing. In my area, the organization works with 5 school districts arranging several in-school & after-school programs.

The woman in the article is a volunteer. Funding for organizing the volunteer program is what is being cut. Someone has to coordinate the volunteers & teachers. Someone has to perform background checks on volunteers working with the students. I also volunteer reading with students who need help.
