No. The Region collects and retains 100% of the fines from speed camera tickets. No portion of the fine amounts collected goes to the camera vendor. The Region pays a daily rate to lease the cameras. The camera vendor, Jenoptik, is a global company with significant Canadian operations. Provincial fees are required to be added to speed camera fines. The Victim Component Surcharge is paid to the Ministry of Attorney Generalβs Victim Justice Fund, which supports programs and community agencies that assist victims of Criminal Code offences in Ontario. An administrative fee of $8.25 is paid to the Ministry of Transportation to obtain access to the name and most recent address of the vehicle licence plate holder.
The Region of Waterloo should be speaking up more that it entirely controls the revenue and processing of its automated speed enforcement program. It's not some kind of private revenue-sharing scheme like people have convinced themselves it is
