NEW What will Labour's plan for a Brit Card look like & will it work?
Likely to be modelled on Labour Together's plan for a digital card downloaded onto smartphones which can be instantly checked by employers & landlords using a free verifier app.

Why Brit Card?
The reason is clear.
Labour Together says it would send a "clear signal to international partners especially France...the UK is doing all it can to prevent illegal migrants disappearing into the economy."
Lack of UK digital ID is widely seen by foreign govts as a weak point .

Costs of Brit Card & infrastructure needed:
Labour Together reckons ยฃ140-ยฃ400m.
Experience says Govt IT projects go over budget, so this is probably an under-estimate.
Users wouldn't pay for their card - but wouldn't a modest fee help cover costs?

How would a Brit Card work?
Labour Together says it would "allow the Home Office to build a canonical record of where & when checks have been successfully completed... cross-checked against administrative datasets - like PAYE records & forthcoming National Landlord Database."

Brit Card benefits:
Labour Together says it would help enforce migration rules.
Around 1 million people are thought to live in UK without permission - but LT admits Brit Card is not a "silver bullet"
It could also be used for controlling access to services, eg welfare
