Worth keeping in mind, Bebop is also (in)famous for being more popular in the West than Japan.

Bebop was fairly unique even in the 90s. There are still very well written and directed anime (Frieren) but the audience has grown and become more mainstream. So there are more fluff and shallow action anime, but imo the number and frequency of truly great shows hasn't changed much.
