Chatbots — LLMs — do not know facts and are not designed to be able to accurately answer factual questions. They are designed to find and mimic patterns of words, probabilistically. When they’re “right” it’s because correct things are often written down, so those patterns are frequent. That’s all.

This language must have been provided by the administration, because it word for word matches what other federal agencies sent out to their staff.

If Outlook would check if the answer to someone’s question was already in the email to which they are trying to reply, and not allow them to send it, I might forgive that the Outlook search function is essentially useless.
