I don't entirely understand what you're getting at here. Housing policy doesn't seem to be zero sum, to me. If, for instance, you're not going to cut the private sector out of housing entirely, then it seems to me that there's a spectrum of interests along which you can align policy and execution.

Fair enough, I wouldn't go so far as to say that Beer's quote is so robust as to work as an iron postulate, but it's pretty handy framing. If nothing else, it forces one to look for objective evidence for the stated intent for a policy proposal or process.

Let's get specific, then. I am specifically saying that the policy decisions made + actions taken by successive Irish govts in relation to housing and property development have had as their primary goal the enrichment of property developing interests, and not the housing of ordinary citizens (1/2)
