The more times I see this, the more convinced I am that the soldiers are engaged in a form of protest or malicious compliance; I've seen many high school drill teams and marching bands more in step with each other than these guys.

Notice the troops are NOT in step, and not in "cadence"? That is another protest, and is intentional.
