Magic outside of the crows is highly restricted (due to their influence) so many not-crow mage families are often forced to assimilate into the crows to keep their traditions alive.

If you are born in a family associated with the crows you usually join one of their academies to learn combat oriented magic and join the guild after graduation.

Technically everyone has the talent for magic but you usually need to get exposed to it from a very young age to learn it so the abilities usually only get fostered in specific families who start training their children very early.
