Obviously a huge part of the high cost is the agglomeration effect of Broadway and its thousands of tourists every night.
A few healthy ways to protect businesses:
- allow more of them to operate via zoning laws that allow more businesses in more places
- allow more homes and apartments nearby to increase the labor pool
A bad way: patchwork property tax carveouts to protect a favored few (inviting corruption claims)
Just so blatantly in the pocket of business interests and so obviously against things that would make life easier and better for downtown residents.

In the last 5 years Central Nashville added 60% more apartments.
The result: renters getting leasing concessions from apartments, real rent costs are down, and greater Nashville's rental housing market has seen a lot less cost growth than for-sale housing.
