That will naturally happen when the art in question provides political commentary, which both do. The art moralizes itself by making these guys antagonists in the first place and makes a redemption story necessary for them.

Meanwhile there’s enemies-to-lovers that are just people that hate eachother due to circumstances but actually connect, like timebomb , or like spitfire in Young Justice. These pairings have equal footing in the story, and have more in common than the previously mentioned.

Well, it’s really that enemies-to-lovers can be well-recieved on a wide scale without it being oppressed/oppressor.

The most popular “enemies to lovers” have the very obvious themes of imperialism (Zutara) or bigotry/racism (Dramione) that can turn people like me off
