I'm not sure I'd read it as tentative. I think it is a pretty searing critique of the economic relationship between Ireland and Britain, with a heavy dose of sarcasm. It's also worth pointing out that in Oct '45 it was not fully clear just how bad the blight was, and they had no idea about future.
