The change theory that does apply is that when in a hostile work environment (HR term) most people will do the bare minimum to keep attention from themselves, a phenomenon recently renamed "quiet quitting" as a way of blaming the worker for the boss being an a-hole.

The acting FEMA head is misusing Organization Development theory to assert dominance. The conventional wisdom is that ~20% of people are early adopters, ~20% are set in their ways. The middle ~60% will go along with one or the other 20% based on the vibe of the change. The vibe here is effed.

Yeah, the countries with successful bans have A. bans that include buyback and seizure measures, which our ban was not, and B. a lot less of whatever cultural feature it is that makes Americans so eager to have giant collections of weapons.

Fair enough. It does seem to me and the link I shared says this, that the ban had some effect. The since-deleted arguer asserted it was obvious that the ban did nothing. While the data is messy and politically tainted I don't think an absolute take like that is sound.

This is a data set with no interpretation and you need an account to identify the source. Our respective graphs show essentially the same pattern if not the same numbers. My source includes an interpretation and that interpretation concludes the ban was impactful. Where are you going with this?

As a legal observer also trained in workplace practices for dealing with ICE, when I read the memo, I already knew all of it. Why? Because it's just a summary of existing law. There is nothing in there that isn't just the rules and procedures ICE is SUPPOSED TO BE FOLLOWING.
