In the next update we are reworking the flare system. Additional to the regular flares a "Special Flare" is added that increases or decreases one specific civilization value In contrast to the old flares this "Special Flare" is for this turn always the same for all civilizations. So in the example case on the picture I could move to a civilization that needs harm reduction and choose this flare. Of course this is much more powerful then the old flare system so the Special Flares will cost 1 Synthesis,
