TL:DR

Looks like it was more about making loud noises in public than religious freedom…

“Maximising capacity” & “fast track” are somewhat different suggestions.

The former is about making the system better for all. The latter is expediting some at the expense of others.

The end point is Putin, Erdogan is near, then Orban & Trump.

Any measure can potentially distinguish between common-cause variation (trusts we can consider to be broadly consistent with each other) & special-cause variation (something different, we can potentially learn from).
