hiring even student assistants is a distant dream for most UK institutions these days. Also I am at a uni where a digital history centre failed to take off for so many reasons-- so we are just patches of goodwill and vibes, but no money. Can't even get projects hosted on uni website!

Yes. Very much so. Plus time (to learn new methods, to build the relationships, etc) and flexibility (to try new things, such as assignments and ways of working).

group work is so valuable for this-- to see themselves within a community. (But needs a lot of support so they realise why it is valuable rather than worry about people not pulling their weight. )

Very true! You might find this DH project (Early Modern Recipes Online Collective) interesting-- community building, counteracting loss, taking care, and thinking of care.
