Gender Quota Laws and Women in Cabinets 36 Pages Posted: 16 Dec 2024 Last revised: 11 Feb 2026 Tiffany Barnes University of Texas at Austin Giulia Venturini University of Strathclyde Ana Weeks University of Bath Date Written: December 06, 2024 Abstract Do legislative gender quotas increase women’s presence in cabinets? Women remain underrepresented in political leadership worldwide. As a remedy, over 80 countries have adopted gender quotas, requiring parties to nominate or elect a minimum share of women. But can quotas have effects beyond the positions they directly target? We argue that quotas increase the presence of women in executive cabinets by expanding the pool of experienced female legislators. Using a global dataset (168 countries) from 1990 to 2021, we find gender quotas increase the share of women ministers by 15 percent relative to the average baseline–including increases in both high- and lowprestige portfolios. Consistent with a supply-side mechanism, effects are largest in parliamentary democracies—where ministers are often selected from parliament—and in countries that experienced the greatest increases in women’s legislative representation post-quota. The findings suggest quotas can generate meaningful spillover effects at the highest levels of government.

Trump's relentless bullying of Ukraine presented as a "peace process" is making us sound like broken records. Like, how many times do we have to say that asking Ukraine to withdraw from its most fortified region in exchange for another useless Budapest memorandum offer is a dumb proposition?

This is a turning point. Nobody wants what we’re seeing in Minnesota.

Speak up. In your workplace, in your community, in any forum you have.

Just emailing friends and coworkers and saying this is wrong is a powerful act. Expressing yourself to others. That is democracy.

Just don’t be silent.

This is one of the things that I find is most shocking to people outside Minnesota who don’t realize it yet—the scale at which everyone who isn’t white has been forced into a spectrum of hiding.

Spoke to folks in Kharkiv and Kyiv - people are freezing to death while being bombed daily for hours. It’s a humanitarian crisis. Tweets of “how incredibly strong Ukrainians are” and “prayers” aren’t enough. They need help. Now.

Ultimately you're not supposed to believe it. It not mattering is the point. The bolder the lie, the greater the impunity. The ultimate victory for evil is not convincing you, it's the truth being irrelevant.

Imagine how much they’d be lying about what happened without all the videos showing it from multiple angles.

So important. What they say is not the story. That is never the story. What happened is the story. Write what happened.

Donald Trump just officially launched his "Board of Peace" (BoP) at the World Economic Forum.

Some fear that the goal is to undermine the United Nations.

But which countries participate, which don't, and which haven't yet decided?

Let's quickly look at this!

Minnesota: "School officials say the [5-year-old] child was used as bait. They say [ICE] agents made little Liam knock on the door to ask to be let in in order to see if anyone else was home."

To snatch a five year old carrying a school bag from the street and tell the parents nothing as you send that child to a prison thousands of kilometres away is unalloyed evil.

Every person in this chain of command should be prosecuted. Every single one. They have to be.

I came to Minneapolis to report on what's going on, and one of the main questions I showed up with is "just what is the scale of the resistance?" After all, we're all used to the news calling Portland a "war zone" or whatever when it's just some protests in one part of town.
