Correct, it is explicitly laid out in the Prayer Book that only clergy may proclaim the Gospel in the liturgy. Places where the BCP notes a rank of clergy indicate that clergy alone may do those things.

Tons of reasons to be against private health insurance and to prefer multi- or single-payer solutions btw. This just isn't as compelling a chart as someone would think for justifying shooting someone in the back of the head.

If the life expectancy was in the sixties or so, a case could be made that there's some conditions which are simply too expensive for people to treat, but this just looks like a population's astronomically poor health choices catching up with them. The health expenditure matches that unhealthiness.

Much as I sympathize with the push for improved access to healthcare in the US, we also have to realize that people in the US have much more sedentary lifestyles and eat significantly more food which is far less healthy than that eaten by those in other countries. Those more than explain this chart.
